You can obtain permanent permanency in Victoria through applying Expression of Interest (EOI) of Visa subclass 190 or Visa subclass 491.

Visa subclass 190 requirements (onshore):

You must be currently living in Victoria
You are committed to living in Victoria
You have a valid skills assessment in an occupation on the eligible skilled occupation list
You must be under 45 years of age
You must have at least Competent English
You must have at least 65 points
